Job Cost Systems are as essential to the  management of  today's complex projects, as they are to providing a platform for recovery of damages.  Numerical documentation of planned vs. actual costs require a detailed breakdown of values associated with all facets of performance of the contractor's obligations.

Accrual of costs for the "as built" project must be accomplished through an efficient means of gathering data from the field.  This important task requires cooperation, communication and education of both field and management personnel.  The time required of busy field supervision to provide credible time and material allocations must be minimized by efficient means collection methods.  Simple forms or simple efficient use of computers, laptops or PDA's are necessary to provide accounting with the necessary information to track the "cost-in-progress" and run comparative management reports against the "as planned".

It is essential that timely data acquisition be coupled with timely reporting systems to offer field and office management the earliest opportunity to make corrections in progress and/or provide notice of impending cost over-runs.  "DELAY" is a tough word to use in the face of "no damages for delay" clauses, however, that does not eliminate other factors that usually contribute to extended duration and associated cost over-runs:

• failure of coordination

• errors and omissions

• management acquiescence

• hindrance

• interference

• lack of conformance to published schedules

• failure to enforce contract compliance of other contractors

to name a few factors that contribute to the necessity of a claim for damages.
